Joseph E. Gargan, Chief Executive Officer and Chairman
Mr. Gargan has worked in the investment industry for over 30 years. Currently he is the CEO of The Pension Company, Courtroom Connect, Inc., and Angeon Group, LLC. Prior to this, Joe was a Senior Managing Director, Office of the Chairman at Mesirow Financial, Inc., a $84 Billion AUM investment firm based in Chicago, IL. During his tenure with Mesirow Financial, Joe started the Mesirow Financial Term Asset Backed Loan Facility (TALF) Fund and established a distressed debt platform in Ireland. Joe’s companies have brokered over $5 billion in structured settlement annuities. He maintains insurance licenses in 40 states and holds series 7 and 63 securities licenses. Earlier in his career Joe was a Senior Advisor to Marwood Group, Inc. and Debt Advisory International.
Joe is a Graduate of Georgetown University’s McDonough School of Business and he sits on a number of corporate and charitable boards
Sam Wheeler, Chief Financial Officer and Director
Mr. Wheeler joined InstantLabs in 2008. He became the CFO in 2012, a role he currently holds. Mr. Wheeler is a former Senior Vice President, Finance of Cable & Wireless USA. During his tenure at C&W (1994-1999) from June 1984 until February 1999, Mr. Wheeler held the positions of Vice President, Finance, Controller and acting President of the Dial Internet Services division. Mr. Wheeler has worked with both major corporations, as well as emerging growth companies as CFO and COO. He served on the Board of Directors of I-Trax Health Solutions (AMEX:dmx) as the Chairman of the Audit Committee and later as the company’s CFO.

Susan H. Pope, General Counsel and Director
Ms. Pope serves as InstantLabs General Counsel bringing more than 20 years of legal experience to the company. Prior to joining InstantLabs, Susan’s legal practice focused on antitrust and complex civil litigation. Susan started her career in DLA Piper LLP’s Washington, DC office, where she represented corporate clients in antitrust and commercial litigation and government investigations. She frequently counseled clients on a variety of state and federal regulations, including antitrust, consumer protection, government contracts, intellectual property, international trade, and healthcare laws. Most recently, Susan practiced as an attorney in the Federal Trade Commission’s Bureau of Competition.
Susan is a member of the bar in the District of Columbia, Maryland and Virginia. She earned her J.D., cum laude, from George Mason University School of Law and her B.A. from the University of North Carolina at Chapel Hill.
Steven Guterman, Director
Mr. Guterman joined Instantlabs in 2008, subsequently serving as its CFO from 2009-2012, and CEO from 2012-2016. From 2001 to 2009, Mr. Guterman was the Senior Managing Director responsible for AIG Investments’ Global Business Development team. At AIG he quickly grew client assets to over $100 billion and transformed the organization into a global provider of investment management services. He arrived at AIG through the acquisition of American General Investment Management (AGIM), where he was Executive Vice President in charge of Institutional Asset Management. From 1990-1998, he was Managing Director and Head of U.S. Fixed Income Portfolio Management at Salomon Brothers Asset Management. Mr. Guterman joined Salomon in 1983 as a research analyst where he pioneered the development of many of the firm’s proprietary quantitative models.
Mr. Guterman earned a BS in Applied Mathematics from the State University of New York at Stony Brook and an MBA in Quantitative Analysis from Long Island University.
David Roberts, Director
David Roberts serves as Managing Director of Houlihan Lokey’s Washington, D.C., office. He has more than a decade of experience in acquisitions, divestitures, corporate strategy, capital formation, and legislative and regulatory matters. Before joining Houlihan Lokey, Mr. Roberts was a principal of the Hunter Group, a Washington, D.C.-based consulting firm, specializing in outsourced corporate development. Before that, he was the executive vice president of corporate development for Inforum Communications, a Denver-based publicly traded telecom holding company, where he was instrumental in the company’s legal and M&A business and was responsible for all strategic planning. He also co-managed Inforum’s fund-raising efforts and its acquisition activities.
He is a member of the bar in both Maryland and the District of Columbia. Mr. Roberts is a graduate of Cornell University and the National Law Center at George Washington University.
